In the Russian Federation, they are open to dialogue and patiently wait for PACE to change the discriminatory rules of the regulation, but the adopted resolution calling on the Russian Federation does not contain any guarantees that Russia, returning to PACE, will regain all its legal rights, the vice-speaker said DG Peter Tolstoy.
The PACE at the April session, by a majority vote, adopted a resolution in which for the first time since the crisis called on Russia to form its delegation, as well as to pay a contribution to the Council of Europe budget.
“The document does not contain any guarantees that Russia, returning to PACE, will regain all its legal rights, including the right to vote, that they will not be once again questioned by a hysterical minority headed by Ukraine and the United Kingdom,” said Tolstoy to reporters.
At the same time, the politician stressed that there is one thing.
“By the adopted resolution, the European colleagues actually give us an ultimatum:“ come back, pay money, otherwise we will exclude you ”. It’s surprising that during all this time the PACE hasn’t learned the simple truth: it’s impossible to speak the language of ultimatums with Russia, ”he noted.
According to the parliamentarian, the only thing that can be noted with satisfaction is “readiness for a dialogue with Russia to find ways out of the current crisis.”
“But, I stress, we did not create this crisis. We are patiently waiting for the organization to finally be ready to change the discriminatory rules of the regulations that are contrary to the Statute of the Council of Europe. We, in turn, are always open to dialogue, which is confirmed by our regular meetings with the leadership of the Assembly and with everyone who does not think of Europe without the largest European country, Russia, ”he concluded.
